SANTO DOMINGO, República Dominicana.- El Partido Reformista Social Cristiano (PRSC), se ha convertido en un referente en el manejo transparente de los recursos económicos que aporta el Estado dominicano a las organizaciones políticas, de acuerdo al informe de la segunda verificación realizada por la Junta Central Electoral (JCE) a la implementación y uso del sistema de contabilidad suministrado a los 27 partidos que reciben contribuciones.

De acuerdo a ese informe realizado por de los departamentos de Auditoria Interna, Dirección Financiera e Informática de la JCE, el PRSC figura como la única organización que ha cumplido a cabalidad con las regulaciones de los órganos de control del Estado y del tribunal de elecciones.

Ante el manejo correcto de los ingresos y egresos por parte de esa organización que lidera el ingeniero Carlos Morales Troncoso, el tribunal comicial no menciona al PRSC en ninguna violación de las regulaciones establecidas.

En el informe enviado al presidente de la JCE, Roberto Rosario Márquez, sobre los resultados de la inspección que se llevó a cabo en el período del 24 de noviembre al 5 de diciembre de 2011, los técnicos requieren a los partidos que no cumplen con los requisitos establecidos que deben hacerlo cuanto antes, comenzando con aquellos que no han implementado el sistema de contabilidad y los que tienen operando el mismo fuera del local de la entidad política.

Otro requerimiento que se exige la JCE a los partidos y que de acuerdo al informe el PRSC viene cumpliendo, es el reglamento que establece que todos los desembolsos se hagan mediante cheques y que sean justificados con los comprobantes fiscales y otros soportes correspondientes.

Asimismo, respetar la norma que establece que todas las contribuciones, en efectivo o cheques, que reciban los partidos o agrupaciones políticas deben hacerse constar en un recibo de ingreso, el cual debe estar firmado por la persona que recibe el dinero.

También el Partido Reformista Social Cristiano ha cumplido con los requisitos expuestos en la Ley 340-06 sobre Compras y Contrataciones Públicas de Bienes, Servicios, Obras y Concesiones.

Lo mismo han hecho con el decreto número 254-06 que establece el reglamento para la regulación de la Impresión, Emisión y Entrega de Comprobantes Fiscales, de manera que las facturas que soportan los cheques tengan su Número de Comprobante Fiscal (NCF).

Se recuerda que en mayo pasado el director general de Contrataciones Publicas, doctor Eric Hazim, felicitó al PRSC por la iniciativa de capacitar y entrenar su personal, a fin de asegurar un manejo pulcro y transparente de los fondos del Estado que recibe la organización política.

Hazim aseguró en esa ocasión que el Partido Reformista era la primera organización que acogiéndose al instructivo de la JCE en relación al uso de los recursos del Estado, acudió a la Dirección General de Contrataciones Publicas para obtener asesoría y capacitar a su personal administrativo y financiero.

"Quiero felicitar al PRSC y a su presidente, Carlos Morales Troncoso, por tan feliz y excelente iniciativa", dijo Eric Hazim en momento en que llamaba a los demás partidos y movimientos políticos reconocidos por la JCE a imitar el ejemplo del Partido Reformista.

Moreno Vásquez manifestó que realiza el reparto de juguetes en las zonas apartadas y comunidades rurales, con el propósito de llevar alegría a los niños y niñas de escasos recursos y contribuir con los padres que no tienen el dinero para comprarles los juguetes, para que sus hijos puedan recibir al menos un juguete en la celebración del Día de Reyes.

Todos hemos escuchado alguna vez mitos y bromas acerca de la masturbación. Algunas dicen que te quedarás ciego, sordo o te saldrán granos. Pero ¿qué opinarías si alguien te dice que te llevará a la condena eterna? Es verdad que es un poco extremo, pero algunas personas ven la masturbación como un pecado.

La Iglesia Católica tiene claro qué es la masturbación. ¿Y para ti?

Hoy nos meteremos con un tema escabroso, complicado, y queremos hacerlo sin la más mínima intención de inclinar la balanza hacia un lado, sino simplemente para abarcar todas las cuestiones y creencias sobre la sexualidad.
La Iglesia Católica ha adoptado una posición muy firme con el asunto de la masturbación. Creen que masturbarse es pecar. La iglesia enseña que el sexo es un acto sagrado entre hombre y mujer y el propósito de los actos sexuales es crear vida.

Cualquier acto que se lleve a cabo simplemente para generar placer y por lo tanto no crear vida es un abuso del propósito del sexo. Por ello, como la masturbación no es un acto entre marido y mujer, no tiene el fin que hemos comentado de creación de vida, se ve como un pecado. También es verdad que no todos los católicos practicantes ven el asunto de esta manera. La iglesia advierte también que a pesar de que algunos ven estas prácticas aceptables, son contrarias a sus enseñanzas oficiales.

¿Y que puede hacer uno si se ve envuelto en este acto? ¿Pasará la eternidad en el limbo? ¿Recibe un billete de ida al infierno? Afortunadamente lo único que tiene que hacer para librarse es confesarse antes de tomar la Comunión.

Otro sector de la Iglesia Católica opina muy distinto acerca del sexo. Creen que el sexo tiene dos propósitos, unir al marido y la mujer y crear vida. La biblia no especifica sobre si algunos actos sexuales están mal, pero si dicen que hay que esperar hasta el matrimonio para mantener relaciones sexuales.

El término para denominar los actos sexuales fuera del matrimonio es fornicar, y la fornicación si que está visto como un pecado. El sexo oral es también un acto que la iglesia también a hecho referencia. Cuando está seguido de coito, el sexo oral es una aceptable forma de preliminar. Pero si es utilizado simplemente como un acto gratificante, si que se considera pecado.

Una vez casado no significa que tengas vía libre. Ya que el sexo sirve para la creación de vida, cualquier método anticonceptivo no deben usarse. Si una pareja casada utiliza condones, la píldora u otra forma de anticonceptivo natural, están yendo en contra de los deseos de la iglesia.

Podéis pensar que hoy en día los puntos de vista de la Iglesia Católica están obsoletos. ¿Qué está mal en que dos adultos en una relación consentida mantengan relaciones sexuales? ¿A quién hace daño que una pareja utilicemétodos anticonceptivos para prevenir el nacimiento de un niño? ¿A alguna persona le importa el hecho de que otra se masturbe?

En algún punto de nuestras vidas tenemos que hacer elecciones con respecto al sexo. ¿Mantendrás relaciones antes del matrimonio? ¿Usarás el sexo oral o la masturbación como otras opciones sexuales a parte del coito? ¿Utilizarás anticonceptivos artificiales para prevenir embarazos no deseados o la transmisión de enfermedades detransmisión sexual? Las relaciones sexuales ya no están circunscritas a una relación estable, y mucho menos al matrimonio (si es que algún día lo estuvieron), por lo que unos y otros pueden mantener una vida sexual activa sin necesidad de estar enamorados. Ese es precisamente el ideal que muchos solteros y solteras empedernidos buscan: sexo ocasional sin compromiso ni ataduras sentimentales. En definitiva, un sexo sin complicaciones como una manera de extraer lo mejor de toda relación sentimental: el lado lúdico, el placer, la diversión. Sin discusiones, sin sufrimiento, sin malos rollos. Pero ¿es posible separar los sentimientos del sexo? ¿Se puede mantener una relación sexual con alguien sin caer en implicaciones emocionales? En esto, como en todo, habrá distintas opiniones. ¿Cuál es la tuya?

A la espera de que reflexiones sobre este asunto, los actores Justin Timberlake y Mila Kunis han realizado una entrevista a la revista Elle hablando precisamente de este tema. Y es que este par de estrellas hollywoodienses estrenan la última comedia romántica de la temporada: Friends With Bennefits (Amigos con beneficios). En la línea de Sin Compromiso, protagonizada por la oscarizada Natalie Portman y Ashton Kutcher, dos amigos tendrán que intentar que su relación sexual transcurra sin interferencias emocionales, algo que resultará harto difícil puesmantener a ralla las dos facetas no es tarea fácil. Ciertamente, el sexo sin amor sí existe. Es ese que se produce entre dos personas que no se conocen de nada y que deciden mantener relaciones. Portadores de visa de EU podrán viajar hacia Haití

Los dominicanos, panameños y colombianos que tengan visa Shengen de la Unión Europea, de Estados Unidos o de Canadá podrán ingresar a Haití sin necesidad de tramitar visa de entrada a este país.

El canciller de Haití, Laurent Lamothe, anunció la semana pasada que la nueva disposición entrará en vigor el próximo 10 de enero.

"Esta medida es un paso importante ya que elimina un paso en el proceso de explorar el mercado de Haití por los empresarios de estos países", afirmó el funcionario el pasado viernes.

En el caso de República Dominicana se trata de un asunto de reciprocidad, ya que las autoridades de este país, vecino de Haití, eliminó el tramité de visas para los ciudadanos haitianos con visa norteamericana.

La ministra de Turismo, Stephanie Balmer Vildrouin, citada por la prensa local, dijo que la disposición representa un importante incentivo que reducirá considerablemente los costos para los turistas, además de que permitirá desarrollar paquetes turísticos entre Haití y República Dominicana.

Balmer agregó que la medida permitirá también un aumento significativo de turistas dominicanos, sobre todo de clase media "que sueña con visitar Haití".

Se trata de la primera disposición jurídica para alentar la llegada a Haití de inversionistas extranjeros y turistas, una de las metas trazadas por el presidente haitiano Michel Martelly desde que asumió el poder en mayo de este año.

Haití se encuentra inmerso en un lento proceso de reconstrucción un año y once meses después del devastador terremoto del 12 de enero del 2010.

Además, el país enfrenta una epidemia de cólera que desde su aparición a mediados de octubre del 2010 ha causado la muerte de 7.000 personas. El gobierno haitiano debe concluir en febrero del 2012 el plan cuyo objetivo apunta a la reducción de la pobreza y al desarrollo sostenible que el equipo de gobierno intentará ejecutar en los próximos tres años.

Boca Chica.- La Empresa Distribuidora de Electricidad del Este (EDE Este) informó que finalizó los trabajos de iluminación en algunas comunidades del municipio de Boca Chica con el objetivo de brindar a sus clientes y ciudadanos en general, un entorno más seguro y acogedor en horas de la noche.

A través de un comunicado de prensa, la Gerencia de Comunicación Estratégica de EDE Este, explicó que estas acciones se enmarcan dentro del Plan Nacional de Iluminación de Espacios Públicos, en las principales calles, avenidas, puentes y parques recreativos, ubicados en su zona de concesión.

Los trabajos de rehabilitación de las luminarias en espacios públicos del municipio de Boca Chica consistieron en la instalación de 213 lámparas, las cuales fueron colocadas en lugares estratégicos sugeridos por la comunidad y otras instaladas en puntos críticos indicados por la alcaldía municipal.

La empresa distribuidora expresó que con esta iniciativa, no sólo el comercio local y quienes residen en Boca Chica resultarán beneficiados, sino también cientos de turistas que prefieren pasar sus vacaciones en este importante polo turístico del país.

Entre las calles en donde se realizaron trabajos de rehabilitación del alumbrado público se encuentran Caracoles, Duarte, San Rafael, Costa Blanca, 20 de Diciembre, Urbanización Boca Chica, Barrio La Grúa y toda la calle que bordea la playa de Boca Chica.

"Acciones como esta la continuaremos realizando en todas las localidades donde servimos electricidad. Creemos que con este tipo de iniciativa contribuimos, en gran manera, en la seguridad ciudadana y el esparcimiento público de nuestros clientes y quienes transitan por las diferentes calles y avenidas que están siendo iluminadas", subrayó EDE Este.

Exhortó a las comunidades en donde se está rehabilitando el alumbrado público, ser vigilantes permanentes del trabajo que se están realizando para evitar que desaprensivos dañen el trabajo que, con mucho esfuerzo humano e inversión de recursos, se ha logrado para el beneficio y seguridad de los clientes y la sociedad en su conjunto.

Fernández entrega canastas en Hato Mayor

HATO MAYOR.-El presidente Leonel Fernández inició pasado este mediodía la entrega de miles canastas navideñas en esta provincia, de la región Este del país.

En la entrega que se inició en el parque Las Malvinas, fueron distribuidas más de tres mil cajas con alimentos de la cena de Nochebuena. Fernández estuvo acompañado del doctor Lucas Familia, gobernador civil de Hato Mayor, además del senador de la provincia, Rubén de la Cruz, el diputado Moreno Vásquez, así como el senador de San Juan de la Maguana, Félix Bautista y otros funcionarios de la provincia.

A su paso el mandatario y su comitiva eran saludados de manera efusiva por las personas que se beneficiaron de la entrega.

Una mañana agitada, a las 8:30, cuando un señor mayor de unos 80 años, llegó al hospital para que le retiraran los puntos de su pulgar. El señor dijo q estaba apurado y que tenía una cita a las 9:00 am, el doctor le pidio que tomara asiento, sabiendo que quizás pasaría más de una hora. Lo vio mirando su reloj y decidió, examinar su herida. Mientras lo curaba le pregunto si tenía una cita con otro médico esa mañana, ya que lo veía tan apurado. El señor le dijo que no, que necesitaba ir al geríatrico para desayunar con su esposa. El doctor le pregunto sobre la salud de ella: El le respondió que ella hacía tiempo que estaba allí ya que padecía de Alzheimer. Le pregunto si ella se enfadaría si llegaba un poco tarde: Le respondió que hacia tiempo que ella no sabía quien era él, que hacía cinco años que ella no podía ya reconocerlo. El doctor sorprendido entonces le pregunto: 'Y usted sigue yendo cada mañana, aun cuando ella no sabe quien es usted?' El sonrió y le dijo:"Ella no sabe quien soy, pero yo aún se quien es ella y la amo ." Al doctor se le erizó la piel, y tuvo que contener las lágrimas mientras él señor se iba, y penso, "Ese es el tipo de Amor que quiero en mi Vida. "El Amor Verdadero no es físico, ni romantico. El Amor Verdadero es la aceptación de todo lo que es, ha sido, será y no serás en la vida . La gente más feliz no necesariamente tiene lo mejor de todo; ellos sólo hacen todo, lo mejor que pueden. NUEVA YORK, EE.UU.- La dominicana Marilyn García-John ganó un millón de dólares con un juego de azar y es la tercera persona que este año se hace millonaria de esa manera en la localidad de Port Chester, en Nueva York, informó la Lotería neoyorquina.

La mujer, de 50 años, madre de tres hijos y trabajadora en un banco, recibirá 33.015 dólares al año hasta el año 2030, según anunció un comunicado de la Lotería con motivo de la entrega del premio.

García-John no suele jugar a la lotería pero un día de camino a su casa desde el trabajo se dijo que esa jornada "iba a ser diferente" y compró uno de los populares juegos de raspa y gana de la lotería de Nueva York.

"Fue algo inusual en mí", subrayó.

Según el comunicado, eligió el juego "Black Pearls" (Perlas negras), porque la perla es su piedra de acuerdo con la fecha de su nacimiento.

Poco habituada a los juegos, la dominicana se olvidó del boleto hasta que uno de sus hijos lo encontró y le pidió que jugara.

En declaraciones recogidas por el portal lohud.com, que recoge noticias del valle del bajo Hudson, escogió como números del boleto los de la fiesta de San Antonio, del que es muy devota, que son el 13 y el 6, pues se celebra el 13 de junio, y los de su cumpleaños, que es el 24 de junio, 6 y 24.

"Raspé él boleto y empecé a buscar mis anteojos porque no podía creer lo que veían mis ojos", dijo.

García-John dijo que parte del dinero lo donará a su iglesia y el resto lo dedicará a la educación de sus hijos.

Los otros dos ganadores de un millón de dólares este año en Port Chester con el mismo tipo de juego fueron Juan Carlos González y Martín Ocampo.

Ladron se mete a robar a banco que habia cerrado hacia 17 años

tonto ladrón fue obviamente atrapado y condenado a
prisión.

La Corte de Justicia de la
ciudad alemana de Osnabruck acaba de condenar a siete años de prisión a un hombre que intentó asaltar un banco vacío con un
arma de juguete y tomó de rehén a un persona que pasaba por el
lugar.Bautizado "el ladrón más tonto del mundo" por la prensa local, el hombre ingresó a un edificio donde se
pensó que funcionaba una sucursal de la institución bancaria que intentó
asaltar. Sin embargo, la sucursal había cesado sus actividad hacía 17 año.
Cuando el ladronzuelo se percató que en el lugar funcionaba una centro de
atención fisioterapéutico, tomó de rehén a una transeúnte y la obligó a retirar
dinero de uno de los cajeros automáticos
instalados en el lobby del edificio.Pero eso no fue todo. Luego de
quedarse con los 400 euros que le obligó a
retirar a la rehén, el hombre huyó en su auto, el cuál abandonó a pocas cuadras dejando olvidada en el
asiento trasero la pistola de juguete cubierta con sus huellas
digitales.

Cuando fue apresado, el ladrón confesó y ahora deberá pagar
siete años encerrado debido a otros 22 crímenes cometidos en los últimos
años.

Alarma a médicos alza de impotencia sexual en Republica Dominicana

Al menos 29 de cada cien dominicanos menores a los 40 años sufre de impotencia

sexual y un 40 por ciento mayor tiene ese problema, estimó hoy la Sociedad Dominicana de Urología, que considera la situación "alarmante y preocupante".

El presidente del gremio médico, Pablo Mateo, dijo que este problema está causando graves conflictos de pareja y laboral.

"A medida que avanza la edad, aumenta el porcentaje de disfunción sexual, llegando a una cifra alarmante de un 70 por ciento en hombres con más de 70 años", dijo el especialista.

En ese orden, estimó que las causas de la impotencia masculina son vasculares relacionadas con aspectos psicológicos, sensitivos, endocrinos, neurológicos y anatómicos, entre otros

El médico subrayó que el alto índice de hombres afectados por la impotencia sexual obligó a la Sociedad Dominicana de Urología a incluir su discusión en el temario de los congresos y conferencias que realiza la entidad.

En las farmacias dominicanas se venden al menos 40 marcas de estimulantes sexuales de fabricación nacional y extranjera, los que son adquiridos sin prescripción médica por hombres de todas las edades.

Richard Rodríguez, administrador de una cadena de farmacias de la ciudad de Santiago, la segunda del país, dijo que los fármacos que aumentan la potencia sexual del hombre son los que más se venden en esos establecimientos.

La sicóloga Josefina Medina considera que es preocupante el número de hombres jóvenes y maduros que tienen problemas de erección.

La profesional sostiene que a su consultorio llegan hombres de todas las edades con trastornos emocionales, debido a ese problema.

Afirmó que muchos de los divorcios que se están registrando tienen que ver con la incapacidad de muchos varones de tener una buena erección a la hora de tener relaciones sexuales con sus parejas.

Medina expresó, no obstante, que los estimulantes sexuales que se venden sin recomendaciones médicas en los centros farmacéuticos son una alternativa al problema, aunque que no lo resuelve, pues muchos son por problemas físicos que tienen que ser tratados por especialistas y otros por situaciones emocionales.

La sicóloga estableció que "hay hombres que tienen el pene pequeño y quizás alguna vez una mujer se burló y eso le creó complejo; otros tuvieron un fracaso en una relación sexual y sienten miedo de que le pase lo mismo".

"También hay los que sienten inseguridad si van a complacer satisfactoriamente a sus parejas, eso crea muchos trastornos y confusión que degenera en impotencia, pero lo penoso es que la mayoría no busca ayuda profesional, prefiere sufrir callado y quedarse con el problema", adujo.

Los expertos dicen que los mayas no pronosticaron el fin del mundo en 2012

¿Terminará el mundo en diciembre de 2012? Algunos piensan seriamente que sí, basados en una supuesta profecía maya. Pero la mayoría parece creer lo contrario, y hacen planes para los siguientes años.

Mientras se resuelve la duda, un grupo de expertos se reunió en Chiapas, al sureste de México, para analizar la filosofía sobre el tiempo de esta antigua civilización, y arrojar luz a las teorías apocalípticas.

En sus conclusiones, los especialistas confirmaron un dato que ya se conocía, pero al que algunos no han hecho caso: los mayas no anticiparon el fin de la humanidad.

Hato Mayor.- Dentro de las labores que realiza en Diputado José A. Vásquez (moreno) además de las que son propias de su función como legislador, aprovecha las oportunidades de gestión y los recursos asignados por la Cámara d Diputados para desarrollar una amplia acción social atreves del apoyo al sector educativo.

El diputado José A. Vásquez, llevo a los estudiantes de la escuela santa maría de el batey, a realizar una visita guiada al congreso nacional con el propósito de que los alumnos conozcan a fondo las funciones de los legisladores y a la vez asuman la función de legisladores por un día, esta jornada educativa se baso en un recorrido por todas las instalaciones que aloja el congreso nacional: Cámara de Senado, Cámara de Diputados, la Asamblea Nacional entre otras.

También el Diputado, patrocino una excursión al Jardín Botánico, donde los estudiantes conocieron todas las plantas endémicas de nuestro país, además se realizo una parada el Jardín Chin, conteniendo toda las plantas endémicas de ese país.

Los estudiantes agradecieron el gesto de el Diputado Vásquez, por todas las enseñanzas obtenida en todo el recorrido que realizaron, tanto en las instalaciones de el congreso como en el parque Jardín Botánico.
